Received his undergraduate degree from Hampton Institute, class of 1978. Completed medical school at Eastern Virginia Medical School in 1981, then completed his residency at Howard University Hospital in 1984. Board certified in Family Practice in 1984, then Re-certified 2011 thru 2021. He added to his credentials by becoming a certified diabetic educator in Dec 2013. He has co-authored a book entitled I Have Diabetes. Now What? Dr. Newby is currently co-chair of the Sentara Quality Care Network in the Southside region of Virginia.has been the former president of the Medical Staff of Norfolk Community Hospital, former president of the Norfolk Medical Society and the former Chairman of the Department of Medicine of Norfolk Community Hospital.
Olivia M.J. Newby, DNP, FNP-BC, CDE
Dr. Newby received her undergraduate degree from Howard University’s School of Nursing in 1982. Obtained her Masters of Science of Nursing with a certificate to practice as a Family Nurse Practitioner from Hampton University in 1996. Became board certified as a Nurse Practitioner in 1997. In 2011 she became a Certified Diabetes Educator to further aid her patients. As of May 2014, she received her Doctorate of Nursing Practice from Old Dominion University. Her research work entitled ” Culturally Tailored Group Medical Appointments for Diabetic Black Americans” was published in The Journal for Nurse Practitioners in its May 2016 edition. She has co-authored a book entitled I Have Diabetes. Now What? Dr. Newby is currently vice-president of the Virginia Council of Nurse Practitioners. She is adjunct faculty at Norfolk State University and Old Dominion University.
LaWanda Wood, DNP, RN
Dr. Wood received her undergraduate degree from Norfolk State University School of Nursing in 2006. She obtained her Doctorate of Nursing Practice from Kentucky State University in Dec 2017. She is a certified health coach. She is also certified in Advanced Cardiovascular Life Support. She joined our practice in Jan 2018.
Shakara Elam, B.A.
Program Administrator and Electronic Medical Records manager
She graduated from Clemson University in 2011 with a degree in Health Services Administration. She began working at PCS in October 2013. She coordinates all of our educational programs through the Healthy Living Center. She helped our office obtain Patient Centered Medical Home status and helps us to maintain this prestigious recognition. She manages our Electronic Medical Records and keeps it up to date for us. She maintains our training in HIPPA compliance and in OSHA compliance regulations. She keeps our practice on the cutting edge of change in this medical world.
Deekayla Taylor, MA, CRMS
Billing/Insurance/Financial Department Supervisor
She obtained her training in medical billing at Fortis College in 2007 and went on to further her training at Bryant & Stratton College. She graduated from there in 2014. Began working at PCS in September 2008. She is the billing supervisor and oversees all aspects of insurance billing. She is responsible for assuring that your insurance is electronically billed in a timely fashion and is responsible for making corrections in any errors by us or your insurance. She handles all your insurance and claim questions. She is responsible for collections and payment plans if needed. She uses her skills to work the front reception desk and to answer phones when needed. So you may see her anywhere in the office.
Mildred Trulock, MA
Has been an insurance biller since 2006. Received on-the-job training at her former employer’s office. She handles insurance claims processing and reconciliation of patient accounts. She researches all claims to make sure your insurance company pays your medical bills as specified by your policy.
Keiarra Bell, MA
Senior Nursing Medical Assistant
She obtained her training as a medical assistant at Fortis College and graduated in 2013. Began working at PCS in August 2013. Her main duties include handling and making referral and test appointments. She obtains prior authorization as needed to make sure your tests and referrals are covered by your insurance plan. She refills prescriptions, handles faxes, helps to maintain the proper information in your electronic medical records chart. She assists the providers with completion of patient forms. When needed she also sets patients up for examinations, draws blood, gives medication injections and operates office equipment such as EKG, spirometry, etc

Nursing Medical Assistant
She obtained her training as a medical assistant at Bryant & Stratton College and graduated in 2015. Began working at PCS in June 2015. Her duties include setting patients up for examinations, drawing blood, giving medication injections and operating office equipment such as EKG, spirometry, etc. She also reviews the charts of scheduled patients to see who needs their yearly health screenings such as mammograms, colonoscopies, etc. Other duties include scanning documents, reports, tests, etc. into your personal electronic medical charts.

Shannon obtained her training at Bryant & Stratton College as a medical administrative assistant in June 2016. She began working with us in July 2017. Her duties include answering the phone, patient check-in, making appointments, money collection, handling medical records and copying requests.
